Shutter...vibration 200 1985

I recently replaced scored rear rotors and warped front rotors on the wagon and installed new pads but still have a "shutter" under braking.But not as bad as before.It does not feel like it is in the front end.It feels more like it is in the rear.It occurs just before the car comes to a complete stop. Ideas? Thanx guys ;o)
