Tachometer bumps with ignition but it's not reading RPMs 700 1986

As far as I can tell, everything is connected for the tach to work. I've cleaned all connections and checked everything I can think of. What am I missing. Why does the needle jump upon turning the ignition yet it doesn't register RPMs when the engine starts?
