940 with oil leaking from fill cap & intermittent gas gauge 900 1993

I just bought my first volvo, a 1993 940 with 160K about one month ago. I have since put about 3k miles on it and love it. I have two problems that won't go away.

The car started with the replacement of the rear main seal and a temp gauge barely noticeable to the right of center which creeps to the right with city driving and the air on. The PCV system has been flushed twice, thi first time stopping the oil seepage around cap till 3200 miles later and it has been flushed again but still seeps. There is very little oil lost currently but I am wondering if this is a sign of disaster down the road. It has never over heated though. Something else too is that the A/C is inadequate in traffic and freezing at cruising speeds. The radiator fan comes on and off at short intervals too. Please help.

The gas gauge works intermittently, it works more after highway driving for 3-5 days following and then it is hit or miss as to when it works.
