fan and engine ground 700 1987

While doing some other repairs i noticed the fan and motor in front of my radiator is not functioning. Is this a big issue? What problems might i have? Is this difficult to replace?

Also noticed that my negative engine ground is falling apart. The wire has come out of the ferule that bolts on to the bottom of the front of the block. The rest of the cable is in good shape. Volvo replacements are $60. What is the thinking on this? Should i try to resolder, get a pep boys retrofit, or get the volvo replacement?
