91 240 Fuel/Temp Gauge Inop - Fuel sorta works with OD turned off. OD works reverse of normal. Any hints? 200 1991

I recently purchased a 1991 240 Volvo (GL) sedan with 98K miles. It runs well, but the fuel and temp gauges don't work properly. The temp gauge is always on the dead side (ie, cold). The fuel gauge doesn't register unless I turn the OD off (and then only to the top of the reserve area where it stops unless the OB button is pushed - then down it goes again). Well, one would want to say the OD is "off", except that when the little arrow is on, the OD is engaged, which is opposite of what I've had in my other 240s. It works otherwise, so unless this is part of the problem, I can live with it. I know that's not correct, so I'm thinking there may also be a problem with it as well? It's almost as if the wires are reversed...

So... having extra parts, I changed the little black voltage stabilizer on the instrument cluster back. Then I swapped out the compensation board. Neither worked. Then I jumpered wires from pins 1 to 3 and removed the comp board altogether. After that didn't work, I replaced the 0 280 000 561 Bosch ECU with another known good one. Still no joy. My Haynes schematics don't show other common parts to these totally separate gauges, so is there anyone out there that has had this similar problem? My local Volvo dealer's mechanic suggested the comp board and volt. stabilizer items as being common problems, so this problem must lie elsewhere electrically. I have cleaned all of the fuse points including the wiring on the rear of the fuse panel assembly. Anything else I can try? My Haynes manual is somewhat vague on the wiring schematic.
