My VOLVO 240 DL will not start 200 1989

Please help me. Plenty of juice in my battery. I turn the ignition switch to ON and dashboard lights come on, but the engine does not turn at all. When I turn on my headlights and turn the ignition to ON, the headlights dim. Does this rule out the starter? COuld a bad fuse be the culprit?

I need some help. I'm not quite sure where to start. Thanks... C54618.
