turbo removal/inspection q's 700 1989

I jsut replaced the intake hoses on my '89 744 turbo. the blades on the turbo turn pretty easy, but seem to have some resistance. i found next to no play in the shaft. so that is good. does the resistance to spin indicate something or is that normal? I have read the entire faq on the turbo. maybe I missed it, but do you have to remove the exhaust manifold when removing the turbo? (i have a garret)I've never touched a turbo before so if I had to take it off to clean it and the oil lines, i want to know the best way to go about it.

oh, now that I have the new hoses on, how is my boost gauge supposed to behave? I have the black and yellow gauge with the where boost begins at 12 o'clock. i had it at wot and the needle never moved past 1 or 2 o'clock position. i'm wondering if my turbo is need of a rebuild...

Any advice?
