Intank Fuel pump operation 200

The intank fuel pump in my 1986 240 DL is not running at all. I have checked the fuel relay and it appears to be operating correctly. This is what I have found when testing the relay.

1. In the ignition position just before turning the engine over, the intank fuel pump turns on.
2. When you crank the engine the intank fuel pump stays on and the main fuel pump turns on.

To me this makes sense. However, the actual intank fuel pump never turns on. So I tested for a signal at the actual intank fuel pump. This is what I found:

1. When I test the grey wire, I get voltage when the ignition is in the run position and the starting position (turning the starter).

2. I get voltage between ground and the red/yellow wire when the engine is in the starting position only (not in the run position). Is this correct?

Could someone please explain to me how this pump works. Are both the main and intank fuel pumps supposed to run when the car is running? Any help is greatly appreciated.
