Does high idle cause lean mixture (excessive NO readings)? 200 1988

I still have not passed my emissions test and I was wondering if the idle on my 88 could be causing the lean mixture. It says on the test that it was around 1055. The car barely failed but it still did (NO too high). If my understanding is correct the idle is controlled by the screw on the bottom of the throttle body. This adds more air to bypass the plate. My screw was turned all the way out for some reason adding more air. When I originally tested it the idle was 822 set by me. The shop did alot of mods (timing and others ) to try and pass it. This was one of the things that were changed although they said it wasn't. Could this be the culprit?
