FUEL PUMP QUESTIONS FOR B23F 200 1984

My 84 245 w/ B23F has been acting up lately. When the fuel tank is low the pump starts to buzz. Also when the tank is below 3/4 it is harder to start, especially when it is hot outside. There has not been a major loss of power nor does the car "stumble or buck" as the Chiltons manual says. Although, the car does seem a little slower. I had the main pump under the car replaced about 3 to 4 years ago when it started leaking. The in-tank pump's age is unknown, and I never have had it checked. It could have over 220,000 miles on it? Is it posible that it maybe needing just a new filter in the tank. If I have to open it up anyway should I just replace te pump. And here is the BIG question. How do I access the tank? The book is vague about this. Is it behind the rear seat panel on the floor? It states that is is no reason to remove the tank unless it itself is damaged, so is it through the floor?
I noticed IPD sells a upgrade kit with a 740 turbo pump and new hardware for a little over $100. Would this give me any more power over the stock pump?
