Few easy? questions!

Ill make it quick,
1) where do i find the "frequency valve" my haynes book doesnt even talk about it.
2) is there an air mass meter or something like it on CIS injection engines?

3) what would the effect of a clogged exhaust be like?

4)what is the difficulty level of replacing my fuel distributor if need be?

Just curious because im having a problem where my car can drive but under load it hesitates. The gas pedal can be pushed down only so far before the engine seems to just sputter.
