Can't get fuse/relay panel out 900 1993

I've tried several time since getting this car in March, without success.

Haynes (740&760, 1982-88) refers to "clips" (PLURAL) on p. 280. But I see only the ONE on the left (being "fingered" in Fig. 24.4A)

Releasing this clip still doesn't seem to release the panel. And there's not enough room to get two hands working in that space.

I'd like to be able to get at the FI relay just in case, as it runs the Pump for a couple of seconds when key is first turned on (no ignition yet).
This is a Regina system, but I believe FI relay operation to be the same as LH.

My apologies for 2 issues in same post but they are somewhat related.
