Hard start problem 200

When the car is cold, its hard to start. The glow plugs checked out fine at 1 ohm, is there anything else that I need to be on the lookout for?

Car is a 1984 245 wagon with the non-turbo deisel. Has about 92,000 miles, still gets 27 miles to the gallon, seems to run fine when warm, cold start is the only problem.
