fuel sending unit inspected and fixed, but fuel gauge still doesn't work? 700 1989

hi
i recently ripped out my fuel sending unit, and repaired a bad ground wire on the unit, inspected all the connections (including inside the float assembly), and checked all the wires for continuity, and threw it back together, yet my fuel gauge still doesn't work. i've resoldered all the connections on the back of the instrument cluster, yet the gauge still doesn't work. aside from the once a month perfect functionality of it, it always remains dead, resting on the peg. i'm gonna try supplying direct ground to the gauge tomorrow, but other than that, i am stumped. any thoughts?
