Overheating on 240 200 1982

Our son's 1982 240 is overheating. It takes a while to build up to it -- so it's not the thermostat. The water pump is new. He is able to keep it from overheating by turning on the heater, which isn't fun in June (we've had an early hot spell here -- high 90's to low 100's).

I'll be working on it soon, and plan to check the ignition timing, following which I'm inclined to think the radiator is plugged. Any other possibilities I'm missing?
