rough idle / low power 200 1981

I have a problem that is particularily noticeable when my car is cold, but continues when it is warm. a rough idle that almost dies followed by reduced power and problematic operation over 3000rpm. when i press the accelerator far down it has no more effect or even worse it sometimes makes the engine stumble.
where is my frequency valve? i have cis injection. and where is my o2 sensor?
