poor running when cold 200 1982

My wife has a 82 240 with the b23e .when the car is first started or left for some time to restart it has very poor throttle response and will even stall out .After about 2 minutes the throttle response is excellent with lots of power.This seems to have developed over the last month or so and the weather is quite warm.I have replaced the fuel pressure regulator some time ago.The previos own had thos problem too but it could not be fixed but when i got the car it did not have those problem .That was about 2 years ago.It started well last winter with the very low temperatures we get in Nova Scotia Canada.Has anyone ever had thos probem before.The small rubber fuel line in the tank has been replaces.new plugs and wires.Manifold vacuum is good.I am suspecting possibly a possible restiction on the way back to the fuel tank.
