Distributor problems 900 1991

I finally got around to checking out the distributor on my newly acquired 940. I pulled the distributor cap - badly contaminated by oil, burned contacts, seized rotor - obviously neglected. Is it possible for the home mechanic to replace the distributor shaft seal without removing the head? Also the timing is out 4 degrees. I loosened the two bolts but could not rotate the base plate. Am I missing something? Thanks for any guidance!!
