Where can I buy new steel wheels, or best paint to refinish old ones? 200 1983

The OEM steel wheels on my 83 240 look like crap. I refinished one, but the Rustoleum primer/paint I used is not very durable. I removed all the corrosion and old paint on the outward facing side. Will local tire shops stock basic steel wheels that will fit my Volvo center caps?
