AW55 Automatic Skipping Second Gear. 200 1980

I have a 1980 240 b21 with the asian warner aw55 trans it has been sufering from low power for some time while acclerating. I was attributing this to its 200 thousand + miles. I reciently noted that the kick down seemed to need adjustment and started paying more attention to the transmission.My transmission is skipping second gear unless you shift it manually.It has no leaks but it has been used to pull a motorcycle trailer.Can this be an adjustment problem or is it in the area of valve body/governor?The dealer had no sugestions.
