Help with Turbo part information needed - 1989 760 Turbo

Hello:

This request is about a small Turbo part on a 1989 Volvo model 760.

There is a small plastic tube that goes into the metal part of the intake tube of the Turbo.

This plastic tube in turn goes into a vacuum hose that goes underneath the Turbo.
I believe it goes to the wastegate regulator or something like that.

The plastic tube broke off and it affects how the car runs.

The car runs but it "coughs-up" upon acceleration and at higher speeds such as 65 MPH.

I need help as to where I can buy such a part.
The local VOlvo dealer said I have to buy the whole turbo (over $700.00).
Or if anyone has suggestions how to "build" one or if one has one for sale.

I appreciate your help.
