No fast idle when starting 900 1993

Hello,

I'm a novice shade-tree and if the tach is right, my car hunts (lopes) at about 600-750 rpm when idling at start. It never stalls and runs without hesitation when driving. I've cleaned the throttle body and idle air control valve. This has seemed to help a bit but it still hunts. Plugs, wires, cap, flame trap and fuel filter are new. Just put in some Techron to hopefully clean some things up. What should I check next? Vacuum hoses? Idle setting? Temperature sensors? I have non-turbo and Regina.
