Runs rich, starts fine after sits, hard to restart (floods).. suspect vaccum leak 700 1987

Starts fine after sits for while, but restarting within a few minutes of shut-down is difficult.
Engine revs @ idle when trans placed in park after drive, then levels off again. Practically races @ idle with A/C on.

Fuel regulator is known good, but tried a new spare just in case, to no effect.

I suspect a bad vaccum leack causing fuel reg rich condition, but looking for other ideas (if anyone's had issue and found other faults) before I start on it this eve.
