General Heat system question 200 1987

I recently replaced the heater control valve to the new style. I am puzzled as to why the heater core is still quite hot even when the valve is closed.

When I press the recirculating switch on the panel no heat leaks in, if I un switch it it still does quite a job of heating the feet.

Any clue? I just don't think the hot water should be getting to the heater core.

Perplexed.
