H1 APC Wire Harness problems 700

1987 740 4 light system. Installed my new harness in the car today. Well ran into TWO problems can't figure a way around them. With the harness in all 4 lights are on. If I switch the relay plugs then I have no lights. It was installed as per the instructions. OK anyone elso do one of these installs that has any idea what is wrong. It's a pretty simple set up 2 power to the battery, two grounds, plug the oem low beam wiring into the harness, plug two connectors into the relays and plug the connectors into the head lights
