Is the radiator fan supposed to turn freely? 200 1980

The fan shown here:


I just replaced the radiator, and I noticed that this fan turns freely with out the engine running. If I'm not mistaken, that is not suppose to happen. I checked it on my '77 244, and that fan doesn't move at all.

What does this mean? What should I do to fix it?
