Problem shifting on 92 Volvo 240 200 1992

My Volvo 240 is not shifting from low to high gears properly. It seems to be stuck in overdrive, because when I push the OD button-there is no change in rpm. The car sounds like it is running consistently around 3500 or higher rpm.
Any ideas? Major transmission problem or pesky electrical problem? I routinelyt have to replace fuel pump and injector fuses.
