Mysterious 'Air Manifold' - Safe to Remove? 200 1981

In my 1981 242 B21F, I have what my volvo green book calls an "air manifold." It's a long tube running horizontally, fore to aft, underneath the exhaust manifold on the engine block.

According to the green book diagrams, it should be connected to an "air compressor" that runs from the engine via belt and sits above the alternator (passenger side of engine block).

I don't have an "air compressor" or any remnants of one, and the hole in the "air manifold" that would go to the compressor is capped with a *plumbing fitting* so something wierd is going on here. If anyone can explain what this stuff was for, and whether or not I can safely take off the "air manifold" I would be very grateful.
