Distributor movement question 700 1989

1989 740tic, B230FT

While R&R'ing my rear-mounted distributor, I found that the "cup" like deal which rotates between the pick up is hitting/scraping this pick up with one of its "tangs" (excuse the "*", but I don't know the names for these parts)

Is this a normal thing?

The shaft and seals look/feel OK, but the mechanism has a definite "stick" when this tang comes in between the pick ups.
