I need an old school k-jet Guru. 200

Greetings,
my car is an '82 (10/81) 242GLT, B23E with breakerless ignition and no Ox sensor or frequency valve. I've seen this refered to as the "all mechanical system". The car runs well above idle, gets good power, starts easily hot or cold, has new injector seals, fuel filter, plugs, wires, cap, rotor, air filter, oil and filter. The symptoms are as follows: idle constantly fluctuates between 1500 and 500, almost stalling out at the lower end, poor fuel mileage, (est. 18miles/imp.gallon combined) and the fuel pump makes that awful whining noise. The in tank pump whirs at the turn of the key for about one second or so. Theory: Could the control pressure regulator be failed and overpressurizing the system, overworking the fuel pump, or are these symptoms part of different problems? The Haynes manual doesn't specifically cover my system, I don't want to pay the local volvo shop to spend several lazy summer days over it, and I'd rather not shell out a bunch of money on pressure testers and t fittings if I can avoid it. Yes, I'm looking for the easy way out. If anyone has had similar symptoms on the k jet I'd be very grateful to hear from you. Thanks, Arn.
