Fuel pump fails to operate from ignition, but works from relay 200

My 84 240 has a new main pump and a working in-tank pump. I disconnected the fuel line from the rail to watch gas flow to engine. When I short-circuit the relay the pump runs and gas flows normally. When I disconnect the short-circuit at relay and crank engine there is no pump action and no gas. I replace both relays.
