No noise from fuel pump at start up 200 1987

Should I hear the fuel pump when I turn the ignition to "On"? My car only starts after the second try. I recently replaced the fuel filter, the 25amp "battery" fuse, but I still have some hesitation while driving and of course the startup issue. I jumpered the fuel pump relay connector as well as fuses 4 and 6 and heard the pump loud and clear. I don't hear it when I turn the ignition to "on." I'd apprecitate any advice or troubleshooting suggestions.
