Seat Belt Install 900

Greetings,I am putting a 3rd seatI bought used in my 95 960 wagon.
The seat belt retractors were both "stuck" retracted.
I opened the retractor covers fiddled with the gravity brake,and it worked fine
after a few pulls the retractor locked up again.
I removed the gravity assembly, and it worked great.
when the belt is pulled on sharply the retractor locks up.
Do I really need the gravity brake? am I nuts to be messing with seat belts?
Is there a way to adjust the sensitivity of the gravity brake?
