Engine will not hold at any set RPM without a load will rev and cutout 200

I have an 82 DL with the 2.1 engine I have been trying to get it smogged in an unenhanced area of California. This requires the car to be reved to 2500rpm and hold at that speed for 30 seconds then an idle test. Both tests with a wand in the exhaust pipe. When my car is reved in neutral the motor seems to cutout and then recover making it impossible to hold the rpm needed,when under load there is no problem it performs flawless. I have replaced the plugs,catalyic converter,and the OX sensor. PLease HELP the dealer couldn't. The only thing he said was my car was a late 82 and there wasn't much that could be done I have a mass air sensor from an 83 and a brain from an 87 will they be usable? If needed
