AC cools sometimes 700

Hi
I know that this has been posted by others in the past but please help I wanted to know how to wire the electric fan in front to the condensor to come on when the A.C compressor is engaged as my fan only works on the temp sensor. My AC only cools on the highway or 1200 rpm this is so because years back an a**hole mechanic installed a tranny cooler against the condensor between the radiator and condensor .is doing wiring the fan going to change engine temp or cause any other problems I have a thermostat thats rated at 82*
