Excessive fuel consumption 200

I have replaced the fuel pressure reg. spark plugs, wires, rotor, dist. cap, fuel pump, fuel filter, ignition coil and more. Everytime I drive I feel like I am just burning through gas. I fill up and then its down again etc.
I took out the spark plugs and O2 sensor and both had black smoot but that's natural I guess.
I have though about open fuel injectors or a stuck open cold start valve. Has anyone had any experience with these and/or one of them going bad??? And does anyone have any more suggestions. Thanks for any help Steven
Note: Oh yeah and the fuel gauge fluctuates up to a 1/3 of a tank difference.
