annoying sound/vibration plus wiper motor cover help 700

I am hearing a rrrr sound from the right side of my dashboard up near the lower right hand corner of the windshield. When the car is at idle it pulses. When I am up near 3k-4k it gets louder and is continuous(not pulsing) until the car shifts. I am not at WOT during this and the turbo isn't spooled. My a/f gauge reads ideal and I am not flooring it so I don't think its pinging. I have new engine/tranny mounts. My ACC is turned off and the fan is turned off so I wouldn't think a fan could cause it. The sound is only made when the engine is on. When I look/listen under the hood I hear no sound even somewhat simliar to what I am hearing inside the car.

The big plastic piece that covers the wiper motor and linkage is poorly attached on the right side. The clips on the right side aren't attached to the window. I haven't been able to get it to stay up like its suppose to and I'm afraid of cracking the glass. I think this may be whats making the sound though. What do you guys think? Any suggestions on how to get it attached properly? Think its the culprit? Thanks for any responses!
