Brake pedal still pulsates after rotor replacement 200 1989

A friend asked me to do a front brake job because her brake pedal pulsates when applied.I replaced the rotors and pads,new caliper hardware and still the pedal pulsates.The calipers are in good shape(the pistons pushed back in easily).
I noticed the LF tie rod needs to be replaced,would that cause a pulsating brake pedal?
