Leaking coolant resevoir cap - hose under pressure ??

I know that the cap has a valve to allow excess pressure and coolant to get out - and that is what it did. I cleaned it up, and put it back ..and was checking stuff ...

QUESTION
The small hose coming off the resevoir for overflow (right at the fender) - is it under pressure ?? It feels that way, and to my logic it should not be.
