Volvo 240 Steering stiff at low speed 200 1990

I have 1990 240 that just started having a shudder at low speed (under 30) and the steering seems much stiffer than it was. I have heard that the power steering fluid gets old and can cause this. Is this true?
What is the correct fluid?
What other things can cause this problem?
