windshield washer: mysterious 'T' and open hose 700 1988

While cleaning the engine bay today (engine and air box removed), I noticed a 'T' fitting in the hose coming from the windshield washer pump. One side goes to the windshield washers, and the other side connects to a 2' length of hose that goes... nowhere! It just squirts water onto the ground.

I don't think it's the rear washer (wagon) because that's a different pump, and it's working fine.

Anyone have an idea what this hose is supposed to connect to?
