Loose rubber on 940 steering wheel. 900

Our '93 940 has loose rubber padding on the top of the steering wheel. You can grasp the padding and twist it around the metal inner core. It doesn't hurt the steering but I don't like the feel.

Has anyone had this and found a fix? I've thought about such things as injecting an adhesive such as super glue using a hypodermic needle. Another possibility would be a tightly laced leather wheel cover. What say you?
