Frequency Valve buzzes all the time 200 1980

My Frequency valve buzzes even when the car is not on with no key in the ignition. It pulls the correct ohm's of resistance. The car did run like crap...i guess it quit working because it acts the same way when i unplug it. It has been killing my battery also. Should i just replace it or should it not be getting voltage all the time and it is a problem somewhere else?
