Do I Need A new ECU 200

My 1990 240 DL still surges after replacing the following things?

Air Mass Meter
Air Control Valve
Throttle Switch and cleaned throttle body
Fuel Regulator

The surging makes it undrivable, shakes the engine etc.

What's left to check? All I can think of is the ECU.
