Outter tire wear 200

Hello all,

Can anyone affirm that when your struts/shocks are gone the tire starts wearing on the outter edge. I posted that my passenger side tire is wearing to the metal radials on the outter tire (away from the car). DO I really need need struts? or can it be wheel balancing problems? Please advise.
