88 740 not getting gas specific question. 700 1988

If the line between the in tank pump and the external fuel pump is disconnected, and the ignition is turned over will gas flow out of the line from the tank, or does the in tank pump require the whole system to be pressurized to operate? trying to track down a fuel problem, please help.
