Control Pressure Regulator Resistance Tests 200 1981

Can someone help me figure out what this means? I tested the resistance in three ways on the control pressure regulator on my 1981 CIS "California" 242.

Resistance from pin to pin is 14.4 Ohms.
Resistance from each individual pin to ground is infinite.
