Blown head gasket options. 200

I dropped my volvo off today to get the freeze plug (or so I thought) in. The mechanic told me it is the block heater.. the clamp came undone. The part where I got really pissed is when he told me he tried to start the engine and the head gasket blew. Estimate was 600-700 dollars!

I'm sure this has happened to someone else before. What are the cheapest options? Do I have to get all new gaskets? Would it be wiser to rebuild the head? I don't know, just looking for some experienced advice. Thanks a lot in advance!!!
