FAILED SMOG! NOx too high - Gross Polluter 700

my volvo failed smog, '85 740 GLE. The nitrous oxide emissions were twice the allowed limit. Any ideas on what this might be caused by? The CO and Hydrocarbons were well within the allowed limits. The timing was 'B 12'.
