780 Turbo vacuum port id needed 700 1990

After failing CA smog test for Nox, I started looking for vacuum leaks on my 1990 780 B230FT.
The intake hose AMM to turbo is soft and spongy (suspect leak –hose on order)

My question is, on the intake of my Garret turbo, there is a small vacuum port at 9 o’clock 1 inch from intake (by Garret id tag) no vacuum hose is connected to this port and none can be found that need to be connected anywhere. The diaphragm on top of turbo intake has a T with vacuum lines from intake manifold and from solenoid valve in front of filter box. The diaphragm on bottom of turbo intake has hose to the solenoid valve in front of filter box.

Anybody have any ideas what might connect to this vacuum port?
